Turkish Host & U.S.-Controlled Secure-Core Model

Project Boomerang pairs a Turkish industrial phosphogypsum resource and host infrastructure with a secure, ARE-controlled processing boundary. Turkish personnel support external feedstock preparation, utilities, site, and port operations. Authorized U.S. personnel control the protected processing core and strategic outputs.

The lower-risk mineral fraction subject to analytical and regulatory qualification returns to the host only after project-specific qualification. The REE-bearing product and separately controlled radiological stream follow authorized U.S. pathways.

Operating Model

Secure Core, Distributed Infrastructure

REE-Bearing Product Pathway

The rare-earth-bearing product follows authorized U.S. pathways. Product form, purity, impurity profile, and qualification status will be established through representative characterization, process validation, and customer qualification.

Separately Controlled Radiological Stream

The TENORM/source-material-bearing stream follows a separately controlled U.S. pathway. ARE has established the classification, packaging, import, receipt, treatment, recovery, storage, and disposition pathway for licensed counterparties.

Lower-Risk Mineral Fraction Return

The prospective lower-risk mineral fraction subject to analytical and regulatory qualification returns to the host only after project-specific qualification. This supports liability reduction for the Turkish industrial host.

Secure ARE-Controlled Processing Core

Authorized U.S. personnel control the protected processing core and strategic outputs as well as the external feedstock preparation, utilities, site, and operations.

Each Turkish host resource will be independently sampled and assayed against the ARE element suite. Feed-specific recovery, product purity, impurity profile, deliverable volume, annual quantity, payability, and pricing will be established through representative characterization, process validation, and product qualification.
